[226] This and the next two cards are sourced from "Babel". Aphasia Device already exists as a dilemma in the Deep Space Nine expansion.
[227] This especially a problem if you've caught the aphasia virus.
[228] Complicated? This let's you discard one card so that you can play another. That card play is free and suspends play, but must be played legally. Your Lt. (j.g.) Picard is still yours and under house arrest if replacing opponent's Jean-Luc Picard. Words that appear on more than one card include (but are not limited to) Sacrifice, Shields, Door, Security, Ship, Enterprise, Kivas, Alien and many family names.
[229] An alternative to Office of the Proconsul. It's Kevinable, discardable and stops arrivees, though it allows for a broader range of personnel. Source: The entry references "The Defector", but the image is pulled from Star Trek: Nemesis.
[230] In other words, makes Sisters of Duras infiltrate the Klingons on behalf of the Romulans, Rakal infiltrate the Federation, etc. A Non-Aligned second icon (like on Garak) means that personnel may join any crew or Away Team as long as they come from a Non-Aligned ship or facility.

[231] In case you're wondering: I've built this guy up as a 19th-century sawbones. He's not a very good doctor by 24th-century standards. His download is because he let the Devidians kill people (by being unable to stop them). His convert stun to wound ability is done through malpractice. And his bedside manner... just forget it! Source: While mentioned in TNG's "Genesis", I chose to picture the lab in Prodigy's "Into the Breach, Part I". I therefore changed the name from Aquatics Lab to Cetacean Ops, and then made it more universal to starships because of their proliferation in the franchise.
[235] This Artifact cannot be played at a space location (in a Cryosatellite, for example). The wording implies that only one CIVILIAN may report to Aqueduct per turn even if Red Alert! is in play. Source: Referenced in "Birthright, Part I" - Picard went to a conference on the topic. So it couldn't be a recently-built aqueduct like the one in "The Ensigns of Command".
