[16] When we added Captain Paris [BL-A4] to fix the matching commander link to the USS El-Batani, we created a need for an updated Admiral persona for Tom's dad. Obviously, holograms and holoprograms sent to another quadrant must have a way to maintain activation there, so a Holodeck or Emitter. Source: "Pathfinder"
[17] Ventax II is the only place Atheneum Vaults [A323] can play, so a mission was required. Source: TNG's "Devil's Due"
[18] Advanced Tactical Training [A34[ is already a carbon copy of Plans of the Tal Shiar/Obsidian Order, but the note references a Plans card for Section 31, so it had to be a little different. A replaced requirement can be a multiplied skill or an Attribute total.

Back in the late 90s, when I was deep into the Star Trek Collectible Card Game world, one of the projects I was doing on Decipher's Bulletin Boards was a massive set of dream cards under the banner "AtoZ" (with respect to Mr. Atoz of "All Our Yesterdays"). Essentially, I took the Star Trek Encyclopedia and attempted to create an ST CCG dream card for every entry, unless the character or concept already had a card, and I think at the time, Decipher didn't have access to TOS and the movies, so those seem to be excluded as well. I got to the middle of the M's, which accounts for thousands of cards. But the thing, see, is that none of those cards had graphics. They were all just text-based. Recently, I reconnected with the ST CCG community, some of them working with the Continuing Committee, which is still making new cards.
