[16] A simple mission to build the Ferengi's mission base. Source: Referenced in TNG's "Captain's Holiday"
[17] For museum decks. Source: First referenced in "Power Play", but the lore required an on-card DS9 attribution.
[18] Nothing to rave about, but Ocampa do have a number of special powers cards in AtoZ, so here you have a universal personnel to take advantage of them. Source: "Caretaker"
[19] You may only draw one Tactic card: refers to the initial draw of cards, not to damage markers. You can initiate battle even during your opponent's turn. Source: "Redemption II"
[20] Note that your own Klingons present can stop your opponent's personnel. Non-Klingons still have to listen to the doddering old fool. Source: "Thw Sword of Kahless"

I didn't do this for EVERY letter, but the first two AtoZ "expansions" had working booster packs of 15 cards, sorted like so: 11 commons (of 100 possibilities), 3 uncommons (of 100 possibilities) and 1 rare (of 113 possibilities).
